If it is landing in your Bulk folder, just leave it there. Better than having it land in the Inbox. If you know the address of the sender, you can manually block it by going to Options > Block Addresses.
Your bulk folder is for spam mail only. Since you blocked this one, that’s why it’s going there, and not to you in-box.
It’s a good idea to check the bulk folder each time you sign on just in case legitimate mail goes there. You can delete it all at once by clicking on the “Sender” at the top of the list and delete.
